APR is not the interest rate
The interest rate is what the money costs. APR adds the fees, so it is the better number to compare.
A rate on its own leaves out the charges for setting the financing up. APR folds those in and spreads them across a year, which is why it usually reads higher than the rate.
APRs compare best between offers of the same length. A short term at a higher APR can still cost less overall, so check the full amount you'd pay back as well.
